We had to create a vector graphic from an existing manga reference image. The technique was pretty simple, getting the reference image on a bottom layer and then starting to lay the vector shapes on top of it.
It's not 100% finished unfortunately, as the earring isn't finished and the second one is missing completely, plus, there wasn't a proper clean-up yet. So, don't be too harsh with me about some lines not matching up with the shapes or crossing other lines ;)
Using Photoshop? You're doing all these vector shapes on top of it manually?
Inkscape can trace bitmaps (any images) and transform them into vector shapes/graphics.
Adobe Illustrator ;)

Mh, I started quite late, that's why I couldn't finish it. Somewhere around 5 hours or so.
