You assume the role of team leader in the tactical response team of a major city police force. Your work is to plan and carry out tactical entry in barricade and hostage situations with least possible loss of life the desired outcome.
I have just added rules of engagement. This is the screen where you configure them for a sandbox mission. For the campaign missions you won't be able to edit them and I imagine that they could also change during the mission.
The suspects/occupants also have such rules but they will change on a whim depending on how the suspect "feels", while the operators are following them by obligation of law, if you will.
How well you manage to follow these rules will be an important part of calculating the score of completed missions. Violations will reduce the score, and for campaign missions I think there will be a required amount of score to complete each of them.

What does "Less than lethal" means? does it means that the Entry team will Attack with Bare Hands?
No, they will eventually have weapons that inflict less damage. Special ammunition and perhaps special weapons. Think bean bags for shotguns, tasers and the like.

It will vary between missions. Some missions you will not be able to complete with less lethal because the opponents will be determined to shoot you dead and not surrender. In those missions lethal or incapacitative force would be authorized so using it would not decrease the score.
In other missions less lethal would be useful to make opponents surrender, and killing them or even wounding them would decrease the score.
