Steam provides free Steam keys for early buyers through their greenlight program. So he could provide the keys free of charge for early buyers, but chooses not to, for Indie Royale bundle purchases, even though they were promised one before.

So basically he is only supporting some customers and not the others. Bad public relations in my opinion, and will ruin the reputation of the company by not standing by the promises made before.

I usually stay away from companies that don't stick with their promises, this means that they don't care about good service and their customers. It is actually hard to keep customers if you don't plan on keeping them happy.

I may as well wait until McDroid hits the $1 sales before I get it on steam, since I can just play the full game on Desura anyways. It defeats the logic that customers already have the full product and can play it, and not provide a key to play the full game, just on a different platform.

Indie Royal was a revenue split amongst 5 games, that's be 0.20$ = hell no
