This might be difficult to implement and may have limited appeal but it might be fun for clans. You would play a turn-based game on a tiled map (most likely 20x20 or something like that so that the games don't take too long). The map would consist of tiles with different kinds of terrain, military bases, roads, and il wells/rigs (these would be your economy). All of your units would be aircraft (and maybe carrier groups, but basically limited to anything aircraft related).

Combat: Instead of using a random number generator you would fight battles yourself in an automatically generated skirmish (each tile would have a battle map associated with it and you would be able to combine your planes into groups so they could fight together). The skirmishes would only occur if there are enemy planes present, if you are just destroying unprotected infrastructure the game would auto-resolve it so that the other player doesn't have to wait for you. Aircraft would only be able to stay in the air for a few turns before needing to refuel (fighters might have to return to base the turn after they launch) and they would have to return to base for repairs and ammo (they might even have to miss a turn for the repairs.) There is no limit to how many friendly aircraft can occupy the same tile. In team games, you can choose to give allied players control of specific planes for the duration of the battle.

Economy: You would buy new planes at your bases, using the credits earned from your oil wells. If your airbases are connected to your headquarters (which can be relocated to any base-your persona on the battlefield will be represented as some sort of transport that the enemy can shoot down if you are in transit) by roads, it will be cheaper to buy aircraft at those bases. Oil extractors will always generate a consistent amount of credits until they are destroyed. Infrastructure can be repaired for free but it will take time (you can use credits to expedite the repairs if you need that airbase right now). You have the choice of either bombing infrastructure out of commission, or capturing it with air transports and paratroopers, there needs to be a way to balance it so that bombing enemy assets is always easier than stealing them. Basically, your main strategy will be to destroy the enemy infrastructure while protecting yours, before overwhelming them with superior numbers.

Victory: As I mentioned offhand earlier, Each player has a personal transport plane that they use whenever they need to relocate to a new base. If your designated HQ comes under attack, your personal transport will spawn in the skirmish, and you will have to fly it out of the battle. If it gets shot down you lose the game. If there are two or more remaining players, your bases will defect to a random player (usually the nearest ally) and your surviving planes will either defect or disband. Last player standing wins.

lol at how I make suggestions and they remind people of different games than what I was thinking of. I was actually basing this one the clan wars mode from World of Tanks.
