With thievery, you actually need to attack a target and put your hero in danger. With Double Dealer, it just happens as the enemy spends resources.

Doesnt this make thievery obsolete?
Wouldnt this skill be better on the Merchant class? Because some merchants are all about those shady dealings.

Not really. Thievery takes resources away from whoever has been stolen from (or at least it should) and the chance can now go to 100% (hmm this doesn't appear to be in the current changelog though I'm sure this was changed for 0.8.6), so ends up stealing more resources when the Thief is engaged in combat.

Double Dealer doesn't take away resources from the enemy and only targets one enemy race at random (which is then reassigned when that race is defeated) whilst Thievery can potentially steal from any race.

Both sounds great, Double Dealings sounds like something a merchant might do.

This is promising skill, but it should target every player purchases rather than targeting single race or player. For example it should be like this, chance to steal from all players 1% check, if check successful then second rule which player to get resources from expenses generate random number (1,total player count + ai count) from now chosen player's expenses resources are taken, with timer to change players around.
