There is an unofficial RA2 mod already being worked on by a few enthusiasts.
Also not soon, sorry.

OpenRA is a free engine where all mods (official or thirdparty) are equall, so the term "standalone" doesn't exactly apply here. ;)
Reduced speed, reduced aggressiveness, they spawn less often, and most importantly - thumpers are now in the game, which counter the worms hard.
No, worms were pretty bad in the original.
Don't worry, they have been nerfed to death in the playtests.
There is very little point in doing so until the engine is ready for that.
You can do it either on the playtest newspost comments, the OpenRA forum (there are RA and C&C balancing discussions happening there at the moment) - Sleipnirstuff.com or you can find us on IRC - Webchat.freenode.net
Whichever you like.
We actually have at least one person from the dev team (usually that's me) following their streams. And we *are* getting feedback on the balance from them.
Also they actually did a fair bit of testing on both playtests on their streams, and that encouraged others to try it as well. The night this playtest got out SoScared was doing an unscheduled stream for something completely different on the release, but that quickly turned into 15 people playing on the playtest ;)
Transport helicopter sight range was decreased as per player feedback.
They automatically aquire targets. You can force-fire (control+click) to pick a different target.
Looking at C&C games (especially the older ones) for realism is a bad idea :D
Nobody has expressed interest in working on that.
Oh, can I join? :D
I may not be able to do much testing, but I can provide some assistance on the dev side ;) (Also I mostly want a sneak peak :P )
It was never possible to download D2k music, exactly because of copyright reasons. You can still install it from the CD.
D2k's invisibility effect is not planned at the moment.
Also worm riders aren't planned, but that may change in the future, once we are done overhauling the mod to match the original.
Place those in your Content folder (and overwrite the files that are currently there). That is \Documents\OpenRA\Content\D2k\ for Windows.
You can see paths for other OSes here Github.com
That's not really an issue, as you can always just download all the necessary files if you don't have a CD. You can also the files manually from the installed game if you wish.
You can make a feature request here - Github.com , but I can't promise it will be done because 1) it's Windows-specific, 2) those games don't need to be installed; they can be copied and still work, and the only way OpenRA would have of detecting them would be through the Windows registry, which won't work if they are simply copied from elsewhere, 3) it would be a relatively low-priority feature.
If you need help with copying the files manually, the best way of communicating with us is on our IRC channel.
How to install what?
You can get everything you need in order to play by downloading the assets, or you can get that + music + mission videos by installing from CD.
The go-to sites for .NET documentation or help are msdn.com and stackoverflow.com
But the .NET exceptions are common enough so you can just google "<exception> .NET" and the first results will be what you are looking for.
Also it is strongly suggested that you use OpenRA's Utility command "make test", which detects some YAML errors and will tell you what is wrong and where.
"Attempted to read past the end of the stream." means the game tried to read the file and failed.
It is a .NET exception and he has experience with those, that's how he knew ;)
The currently used effect (used on all mods) is similar to the one Dune 2000 used, although not an exact copy.
Short answer - ¯\_(ツ)_/¯
Long official answer - after TS is done.
Long unofficial answer - you can get the unofficial (and very WIP) RA2 mod now from Github.com
Yes, the map editor is available in every mod's main menu, under Extras.
A full rebalance is planned in the hopefully not-too-distant future, using the original unit/building stats from the original game.
