I think making enemies spongy (ie:soaking up to many bullets) is a terrible way of doing difficulty for a game like gta. Smarter is harder not spongy.

Looks like it'll be hard to shoot when the character isn't even in line with the players point of view ... Like you're just aiming to the right.
