Yeah they only exist on one map right now, although I'd consider that a feat, knowing that up till several months ago we all thought it impossible. Expect to see it in more places soon!

Where are you from? The official dedicated server is in Europe, and I play from California on a tethered connection (yes, a phone connection from across the globe) and I get between 220 and 250 ping. When I had broadband I got 180-200.

Yes, those are the shipyards. They will be remade at some point, but until then we're using the older models. I'd rather have naval fun back in the game sooner, than to wait a long time till new buildings are modeled, textured, and rigged.
