It seems that some buildings can't be constructed after upgrading to a settlement, specifically the hydroponics farm and barracks. Is that the case, and is it intended? Also, Im not able to upgrade my moon settlement to a colony even though I have computer mk 4.

Barracks functionality is included in the Settlement base building, so it is no longer offered for construction at that point. Hydroponics should remain available though, are you building your base somewhere without oxygen resources? That would block you from doing local farming.

Thanks for the reply. I was trying to build it on the moon, so the oxygen requirements would explain it. However, the solarpedia states that the hydroponics farm can be built anywhere and does not mention an oxygen requirement. For that matter, I dont think the significance of oxygen or hydrogen is mentioned anywhere in game, though I may have missed it. I started a new game, so hopefully I wont run into any further issues with upgrading to a colony, though I'm fairly positive that I met all the stated requirements.

Great game btw. I hope that you continue to develop it; I think it has lots of potential for growth.

Ah, thanks for the note! Yes, it looks like I forgot to include the oxygen requirement information in the Solarpedia. I should really add that.

So you know for now, that requirement applies to the Hydroponic Farm, Agricultural Compound and the level 3 Colony.
