An alternate future after a global flood. A young wanderer from the wasteland named Victor learns about the "city of dreams" in the northern mountains, where ancient technologies and an antediluvian way of life have survived. Deciding that he has nothing to lose, he goes on a risky trip to see it with his own eyes.
