Oddly enough, I used URL copying, and the original .mov is a high quality source. I don't know.

Right now it *does* require TF2. We're actually running on TF2's AppID, because we wanted to release on time. As soon as Valve releases the patch, anyone who can run mods will be able to run PV.
It is the dedicated server, not the full build.
In two weeks, when our first content patch drops, everyone should be able to play. Orange Box or not :)

We're trying as hard as we can to get our initial player model as customizable as possible... hair colors, skin color, different heads, and suit colors all help to give each player a unique avatar, while it still being one 'base' model.
