Hello! I can't wait for the first file!! Wish you many-many inspiration, creativity and power! And some ideas.
I saw, that probably starting date is 2077 year. But only first settlers came out from the Vault 15 in 2142, and found first settlement Shady Sands. And already in 2241 the NCR began to represent the sovereign state with laws and government. And only in 2277 the NCR met the Caesar's Legion. I think you should make starting date in 2281, when the boundaries were established. And about population. The NCR's whole population is around million (in the capital around 40k).
And you should to add NCR's posters at download screen.
And about nat. spirits: the NCR should have spirit like "Chamber of congress" that would be minused a political power.
Legion something like "Militarism" (+5.00% to manpower), and smth like "Autocracy" (+10% to polit. power). And "Hateful plutocrats" (-50 to relations with NCR).
And about conscription's law: I think, it should be next:
Disarmed nation - 1,00%
Volunteers only - 3,00%
Limited conscr. - 5,00%
Extens. conscr. - 10%
Serv. by requir - 20%
All adults serv - 35%
Scrap the barr. - 50%
Because: 1) Women are also serving; 2) Ther's a few people in the Wastelands.
