I really like this game. The graphics are all reminiscent on the very good 16-bit RPG era games!

He used multimedia fusion 2 I think, you should start and try out Game Maker: Studio version, not long ago they charged for it like $25 but the standard version (you can profit about it) it is free on Yoyogames. Hotline Miami was made in game maker, hyper lighter drifter, well a lot of games ;)
