Why can't anyone make a mod for Napoleon Total War so we are able to play as the minor factions?? IS it that hard??!?

The Drum.fife thing where you can change the drum sound is just stupid omg. Every faction shares that sound now, so If i chose swedish drums both mine and the enemy soldiers use that sounds. It's so stupid I can't believe it. Anyone else??
