CIWS is a Close in Weapons System, like the Phalanx and Goalkeeper systems mounted on USN and Royal Navy warships respectively today.
Essentially, they are large (~30mm) miniguns with an advanced radar and targeting system, that track incoming missiles and attempt to literally shoot the flying missiles out of the sky before they make contact by spraying thousands of rounds per minute in a small radius tracking the missiles.
It's one of the modern and real-life types of point defence.
And this is a test-bed for implementing it into FoC as a fully functioning point defence system, with its own accuracies, failure chances et cetera; in my tests they have literally been shooting missiles out of the sky by damaging them as other weapons on FoC would a ship.
