its kinda like a cave on / underneath the seabed which is sealed from the outside and the water drained so a village can be created there.When i was designing this i imagined the water village to be more secluded and hostile towards visitors than the other villages- like u need a waterstyle user with a certain jutsu just to get down there. BTW the village will be only a small part of a large cave complex which the user can explore- possibly with some parts underwater still
