I highly doubt they will...see the UDK is free to use so long as you don't wish to sell your product, and even then it is crazy cheap to license. But UE4 is the full engine, just like UE3, and as such comes with all the source code which can be modified. As such, you can't use it without licensing, which both requires going through an approval process and costs several thousand dollars.
