Paradox development studio, is part of its parent studio Paradox interactive which publishes their games, i would suggest you look at their previous games and how they were managed as i believe this will be managed similarly. id also submit a ticket to paradox interactive in regards to your concern on the publishing of stellaris. (not speaking on behalf of anyone, btw.)

How friendly are updates going to be with saved games and mods from previous builds and iterations of the game.

Last one is just out of curiosity and to get a scope of it, Exactly how long has this project been ongoing and how many people have been directly/indirectly involved in its making?
