HPMXB 0.5.0 file - Victoria II

Baltic Union:

The Baltic Union is a new tag that can be formed by the NGF or Scandinavia. This new tag serves 2 main purposes, 1 to act as a pathway for a Scandinavia to get more land and PoPs for the late game, 2 to act as a way to empower a NGF that has lost to the Austrians and been removed from southern Germany.

Canadian - America:

This is the prelude to some 'Anglo-sphere' content I've been brain storming but still haven't decided on. In this content Canada gets the option to intervene in the American civil war, be it on either side, or as a 3rd party on its own and reverse the war of 1812 and attempt to integrate the US into a greater Canadian Union. A Canada that seeks to unify Anglo-America will face revolts and have to jump through hoops to please the American people.

Bugfixes/rebalancing:

I'm gonna be honest, it's been so long and so much has changed I'm not sure I can remember it all but here goes:

Italy:

No longer needs to be Fascist/absolutist to expand the Empire, can be done if the ruling party is jsut pro-war instead

Netherlands:

After 1890 'The Project' Buff will come to an end

Spain:

added decision to reduce rebellions of Christina's/Carlists using secret police

Mexico:

rebalanced AI's decision making for...decisions

Scandinavia:

Easier to form; prestige costs scale against techs and don't need to be GP

Misc:

Being coerced into giving part of the congo over will now reduce your infamy as intended

That's all the fixes I 'remember' and if you don't notice them then I guess they're doing their job correctly. Feedback is appreciated as I can only play so much Vic 2 before it burns me out . Thanks!
