Risk of Rain

In Risk of Rain, time = difficulty. The longer you play the harder it gets, do you tear through the levels as fast as you can or do you spend time collecting some of the many ability granting artifacts? With randomly generated levels, giant bosses and just one life. How far will you go?

I don't know what causes this as it's intermittent with me restarting Windows.
Some times the game runs just fine at a nice constant 60fps and I have no problems at all but sometimes the game will idle around 30-35 and won't climb up causing the game to be in a constant state of slow motion, even on lowest settings.

I just need some advice in to what could be causing this because my computer is more than able to run the game, and it can do! Just only... some times.
I wouldn't call this a bug, just an issue I can't find an answer to.

Just tried messing with it more and even on x1 scaling, pixel perfect off it will refuse to go over 35 FPS
