Inventory management. Depending on what armour is equipped (on a separate screen), each character will have a number of pockets or even a backpack in which to stow their gear and loot. The R button assembles the best ammunition clip for that weapon from loose rounds in the base supplies (in this case a speedloader), while U will unload so that you can replace the ammunition type.
