Viewing these screenshots should give you an idea of the art exhibition mode, which is rapid fire scenarios like these, with a gameplay mechanic that causes the player to trip up and select the lethal option. Outside of this mode, choosing a lethal option will not immediately result in the game-over skull, but rather a reprimand by superiors, investigation by peers, and a decrease in self-control statistic.
In this screenshot, the second option may be a tad confusing. Google or Bing regarding Michael Slager and Walter Scott.
