In relation to the need to break into places. I'm a big police thriller fan, and one of the the big events of most story arcs in these types of films is the denial of a warrant to search somewhere or the fact that there is a lack of physical evidence on someone to act despite everyone knowing they did it.
There could be a risk reward system to breaking into somewhere. If you dont have permission you could be caught and chastised, making the investigation allot harder, but, if you find solid evidence proving your case you get merrit for intuition. OR you could just wait for a warrant or get enough evidence untill you can get one, maybe time could also be a factor here, think the Zodiac serial killer... while you're investigating, your suspect is still out there killing others, so you have to bend the rules by breaking into places to get evidence quicker because you can't wait any longer for a warrant.
