same problem; i tried this and it work

1) Get XWIS' Red Alert 2 multiplayer distribution: Xwis.net

2) Get XWIS' Yuri's Revenge multiplayer distribution: Xwis.net

3) Install both.

4) From your RA2 Allied disc, copy multi.mix, theme.mix, maps01.mix and movies01.mix to your RA2 directory.

5) From your RA2 Soviet disc, copy maps02.mix and movies02.mix to your RA2 directory.

6) From your YR disc, copy multimd.mix, thememd.mix, maps03md.mix and mov03md.mix to your RA2 directory.

7) Download and apply the XWIS RA2 Windows 8/10 fix. You may use the WinXP SP3 compatibility mode instead of the Win7 one: Xwis.net

8) Download and apply the XWIS YR Windows 8/10 fix. You may use the WinXP SP3 compatibility mode instead of the Win7 one: Xwis.net

Then follow TIB Crisis setup.

Finally got it working and its great. Thanks a lot for this great mod.

it didnt work. ive pin point the bug to syringe and the decoder. in my windows event the decoder is a critical alert, he is not working. in the syringe log there this

im not sure but "answer" shouldnt be empty no??

so other idea; ive try for all .exe including the new gamemd and yuri; compt xp sp2, win8 win10, 16bit, all with admin. the game is in my task manager but nothing is showing.
i can run RA2 and Mental omega which are all in different folder.
ive tried to paste all the RA2 file in the Tibcrisis folder nothing. and i tried putting the ares file from mental omega, still nothing.

i cant play this mod....
got the ultimate edition with custom launcher, can play the game.
then i add the mods file overwriting when ask then nothing happen. the game wont launch with any of the .exe file.

any help would be greatly appreciate

That's a very good idea. i love the interaction with the civi, it add to the lore of each faction. it easy to say that GDI want to help but they never do so. no they will. each will act like they should in game.

In SC2 editor that's exactly what i'm doing with the civi.

Keep it up, i finally found a mod that might give the Tiberium universe it's place.
