Recently I played gamecube version and water is rendered correctly too. So it's connected to shaky polygons problem. Best of luck on fixing this issue on PC, you'll be a legend if you'll manage to fix it.

I'll have a question. There are some problems with rendering water in all RE3 versions most notably in restaurant basement, sewer part under parking lot and sewer in Dead Factory. Water in park sewers seems fine though. It seems to have some polygon issues, similar to player character I belive. Same thing was present in RE2, but on PC version you could fix it by changing graphic device. Is it possible to fix it on RE3 though? Or perhaps is it on your future task list?
