So here we have what I presume to be a very text-heavy game, and they can't even make the short description on the store make any sense at all?

The business reasons behind this are usually because certain areas are used to paying more for games, so they can charge more. Take the US vs UK, for instance- $10 is $10 no matter where it comes from, but if you region lock it, you can charge US $10 and the UK 10 pounds, which is a bigger sum. Again, usually only the big guys have the gall / resources to do that.
Somehow I doubt the game company willingly decided they didn't want the most amount of people possible buying it. Maybe there is some kind of licensing problem on their end, or maybe they filled the form out badly, I dunno.
It says in the upper right (under Releases) that you do indeed get an extra copy for a friend. So really, this is only $10.
