It usually depends on the game and what engine they're using, If its a very short game than yes for free its mostly a learning experience. A decent 8 bit/2D PC/Mobile game with one independent person put some time into it should be $1-5. When it comes too 3D game engine like unity free, or Cryengine sdk, and UDK should be $6-10. If a game company put lots of time into the game, bigger then any original indie game, and they think it should be worth it $11-20. Only time when a game should be over $21+ when the game is selling out to almost every platform.
