Make sure that 7-zip didn't create additional folder "darkinterval-release-Oct-19-2017" whith the "darkinterval-release" folder placed inside while unpacking. At least that's why DI didn't appear in my own library.
After I've cut the "darkinterval-release" out of this additional folder, pasted it into "sourcemods" folder and restarted Steam the mod appeared in the list.
