No, the final release will be available on Android for $1.99 (currently 99ยข) and the Windows (and hopefully Mac and Linux at some point) will be $4.99 (via IndieCity currently). I have been trying to determine the best way to create a full-feel demo that can allow people who really want to play for free the ability to do so, but I haven't settled on anything. Also, without even being through the beta phase yet, I have no idea if the target price point will change. Free just doesn't seem like an option currently, however.
