Looks a really good idea. I don't think anyone has done it.
Since it has combat, I presume it's with zombies. I mean, nothing against killing others hostile survivors, I loved Warzone 2100, but sincerely, things like that must be set right, or you will just feel quity for kill them. Zombies solve this problem entirely, you will never feel guity for killing zombies.
And if you want to see an strategic game based on post apocaliptic world Warzone 2100 é gratuito (http://wz2100.net) and may give you some ideas. Of course it's about RTS, Oil and Tanks, so don't expect nothing tribal level, you begin with a pretty good quantity of tech and can expand it very, very much, if used as reference, make it to the last part of the game.
