Fallout always was and still is supposed to be how the people in the 1950s thought the future would look like, and add a nuclear apocalypse for gameplay purposes.
The 1950s retro-futurism is just a coat of paint, I mean imagine making a show like the Jetsons today, complete with the 1950s-looking space cars and space diners, but at the same time everybody talks in a modern "quircky" way ala Marvel and it also just happens to be a liberal multi-ethnic utopia, I don't know about you but that strikes me as severely inauthentic; you cannot divorce the aesthetics of the era from its social norms much like you can't divorce SS uniforms and Nazi aesthetics from the Funny Austrian Painter and the NSDAP.
You don't notice it because you're not paying attention to the world around you.

New England even in 2023 is not diverse, Massachusetts is overall 97% white, and in the case of a nuclear war, the overwhelming majority of the urban population (where most of the non-whites would live) would be killed off by the bombs, and the rest would starve.
Those who remained in the vaults wouldn't have enough genetic stock left to repopulate their own race without having to dilute it by mixing with whites, and after two centuries, none of them would be left, especially not with distinct accents.

You are mistaken, the author had stated that the mod would get popular on its own because of its controversial nature, but it wasn't created to be controversial.
If that was the case, he would have simply replaced all raiders with non-whites, all good guys with whites with nazi uniforms, etc.

I don't see why you're referring to the lore so much when the author quite explicitly stated he cares more about authenticity rather than the lore, which was made up in the 1990s and continues to be updated for political reasons to fit into the era, despite the fact that if people in the 1950s were to make fallout, none of these minorities or women would be present in the roles assigned to them in the game.
Vault 15 was made up of residents with radically different ideologies and world views, not different racial groups, so I really don't see your point, and it appears you didn't read the author's explanation for the existence of the mod.
