Well, I tried setting everything to low with DX11 (except textures, lighting dist., grass, and the upper sliders mostly) and I had like 10-12FPS. Then as you said I deleted user.ltx and started with basic maximum settings and now I have 45-60FPS... You're my savior man, thanks much!

Thanks m8! It works now! More or less :D now i have a different problem: When I launch the game with DX11 (max or min settings) I get around 6-10FPS after I leave Sid's bunker. When I launch with DX9 I get a crash when the MC wakes up and looks at his hands. When I load a DX11 save (when you're talking with Sid) with DX9 everything is pitch black... I can move and hear sounds etc. but it's like a black screen except I can see the light sources. Static lightning works well but meh... Tried messing with the settings but nothing helps :/ My specs:
FX 9590 4.7GHz Turbo off ZI-FF+ 2x140mm vents, MAX 50C under load
2x4GB HyX Beast running at 2133MHz
RX460 Strix 4GB running at base settings, no OC or Gaming mode
I installed the game on a WD Blue 1TB HDD
Also, Im running W7 Ultimate

Edit: I'm currently checking the usage with Afterburner.
Edit2: I've checked everything:

VGA Usage 45%
CPU Usage on core1 14%
CPU Usage from core2 to core8: 3-10%
MEM Usage 4,5-5GB
Maxed out on DX11 sadly I cant use 1080p in most games because I'm playing on a TV, so all of this is 720p
And I got a majestic 2,8 - 3,4 FPS

Nice work you guys did here, but I have a small problem. I just did a fresh install of LA 1.4000 and then installed the patch 1.4002, and when I start the game I only get a black screen with an error running in the background (\ui_font_hud_01.ini). I already tried a lot of things like: reinstall, relocate, update drivers and stuff, run as admin and in compatibility mode. Some guy even suggested downloading the 1.4004 patch and I actually found one on some third world russian site but that didn't help, I still have the same problem... Any help would be much appreciated. :)

Its hard to decide wich mod is better because both of them technically created a new game. CoC too. Don't judge before you play.

Wow! Now after trying ALL EXISTING COMBINATIONS in config menu, ive seen the menu! And after pressing "Wake up" - ctd. 11/10

Had runtime error, fixed with load textures on demand. Had runtime error again, fixed it with reducing textures 100->50 and changing resolution from 1024x768 to 1280x1024 and shadows from low to high. Now its just a simple ctd without runtime error. 10/10
