Seems to go away once you up your prisoner management. Weird glitch

Okkk so I'm gonna be frank. This mod rocks otherwise, but I'm encountering a major issue in that it is literally impossible for only the player to recruit rescued prisoners. At all. Is this a feature glitch or something? thanks for creating such a masterpiece otherwise haha and thanks for your time.

The smart ones use bots from a shitload of IPs.

Hope you realize that if people dont like it and it threatens PW that this will put a DDOS target on the server... I'd like a fresh start but that may happen so hope there's protective software.
