I just looked it up. Afghanistan as well as a bunch of other countries is not supported. There's apparently some proposed workarounds but yeah that sucks. Sorry
Does the game itself not start or does a match not start? If it's the game try (in mod manager) going to Settings and clicking Prefs Reset button at the bottom. Then click Launch. If it still fails then try running <path to your game>\DirectX\DXSETUP.exe and following the installation prompts. The DXSETUP executable for me was located at C:\Program Files (x86)\Steam\steamapps\common\Supreme Commander 2\DirectX
Afterwards, restart your computer and try to run the game again.
Another update to Mod Manager is out - sorry all, had written down to fix the overlay bug in the LUA editor and wasn't able to complete it yesterday. It's available now.
Minor update for mod manager is out - should fix a few bugs.
The mod manager is being moved to a new framework and away from the current implementation with C#.NET - the result brings, among other things, one very large benefit: no more dependency on Internet Explorer or the current security settings for JavaScript.

I'm working on a standalone updater which will handle installation and initialization procedures. This will fix the error reports people are receiving when they open mod manager. No ETA yet but I want everyone to know its in the works!
The check for updates function trips the heuristic engine in Defender. It *may* go away with the newer updater code I plan on including in the next release
This upcoming release will have a debug menu which will allow you to select a local or remote version of jQuery which is almost certainly what you're encountering
Ensure both of you have the same game hash in mid manager. Sounds like someone is missing content files. Mod manager should ask you to the full path of SupremeCommander2.exe which is found in the steam game properties if you can't remember where its stored.
The user interface for mod manager is built with HTML/CSS and is rendered with a .NET web browser control (Internet Explorer). Since IE 9+ adheres to standards much better than their predecessors I focused on ensuring the interface worked on at least that version or greater. Again, you don't open a web browser to use mod manager it just needs to be installed. This dependency is typically alread met since IE9 released around 5 years ago.

The unable to launch game message is not being produced from mod manager. That's coming directly from the game's executable call. I would advise running the file integrity check in Steam for that game. If you're still having issues manually remove the game directory and let steam redownload
IE9 or higher is required for the mod manager. The game doesn't care about your browser. Please note that you don't open the browser to use mod manager. It's just a dependency that needs to be installed. If you're running Windows 7 you may have to install an updated version of Internet Explorer. If you're Windows 8 or higher you're already good to go.
It might be because of the call out to an external site for version checking/update functionality. Frankly, I'm not sure how to mitigate this. There's no malicious embedded code or calls. If concerned you can always ask for feedback from the rest of the community. Thanks!

I primarily use Chrome but 3rd party browser integration with C# is a bit trickier and the alternatives I tested were either no longer supported or were considerably buggy.
Any error messages or does it just generically crash?
Did it create a zip file in the crashes folder on your desktop? If so I need a copy of that file. If not then I need the contents of <mod manager folder>\SC2ModManager.txt
Use a service like pastebin.com and place the contents of that file there and private message me the link to it.

LRUK take the latest dump file that should have been created on your desktop and open it up - inside you will find a text file named something similar to SC2MM_crash_log_2016_02_01_20_42_42.log

This is likely a result of Internet Explorer's script related security settings. If you click START > type 'inetcpl.cpl' (without quotes) and press enter and go to the Security tab, what is the slider set to for Internet and Local intranet?
The application uses IE's rendering engine to produce what you see on screen - unfortunately since IE8 is not particularly accommodating with design standards you'll have a host of issues using anything less than IE9. Note that you don't actually open IE... it just needs to be installed.
In addition to what OverRated posted, check to make sure in Task Manager that there aren't multiple running copies of supreme commander 2. Note that launching the game through Steam and through Mod Manager will do the same thing but launching it through Steam may display more verbose error messages, if there are any.
