FEMA can be fought with just one person if you are patient enough. Blast a hole in the back of the area - where the one person (not saying name cause spoilers) is being held in their prison - then use RPG on one of the Pillboxes, then you need Sniper rifle + someone with 5 star firearms, then move back a bit so you are out of range of the other pillbox and wait and then just head shot everyone who heads your way, can easily take out nearly everyone with just one person. At that point you'll want to go in a little bit and kill the slow ones who are near woman in charge - stay out of range so she doesn't surrender yet - once you are clear of those, kill her if that's your choice (it was mine.) and run back to your base, turn your mission to be complete the game, it will show you where the remaining fema members are, they'll try to raid your base but mostly won't use RPGs so wire fence keeps them out, if you have a sniper tower away from the fence enough that they can't hit it with a normal sniper rifle, you can then just proceed to mass slaughter them from it using a sniper rifle. No casualties and no need for more than one person. Good luck!
