Find the file "SkirmishScripts.scb" in the folder "<installed folder>\Command & Conquer Generals Zero Hour\Data\scripts", and move it completely out of that installed folder to somewhere like "My Documents". The mod will run.
That files is usually included in one of the EA files, and is really un-neccessary, but if you find that the AI is not working with regular Zero Hour, put that file back in the folder mentioned above, and it'll restore the Zero Hour AI.

The files are *.big files. Yes, really. Copy those to the Command and Conquer game folder, and viola! Game on. To remove mod, remove/move mec*.big files out of the game folder. :)

Maybe move te skirmishscripts file to another folder while you play? I'm sorry, I realize it sounds lame, but this one stumps me. I will look in to it, now that I've seen this, but truly, I' stumped, given the information you provided.
I'd like to create some levels for this, or ones you have in mind. Need/want any help?
There is a file called "skirmishscripts.scr" that needs to be moved to somewhere else other than where it is while you are playing MEC. Once you are done, simply move that file back to where it came from, and you can play the original game. :)

I would not know why it is not downloading. Does the download start, and not finish? Does the download start at all?
Make sure you do not have any other mods in the Zero Hour directory. Also make sure you rename the skirmishscripts.scr file while playing the mod (I usually rename it with a .zh to make sure I remember which script file it is, in case I run more than one mod), and to rename it back to its original name when you are not.
That should solve the "instant win" issue. :)
Hmm... does vanilla Zero Hour run? You'll have to move those MEC files from the ZH completely out of the folders, like to My Documents, to ensure those files are not influencing ZH.

Campaigns are not enabled, nor available.
Rename your "skirmishscripts.scr" to something else while playing the mod. This file is what makes vanilla ZH AI run. That files conflicts with the MEC AI scripting. Renaming it solves the issue of a quick win. :)

This is the final version. The things that could be added are the other extra units, and I do nto have time to implement those. While the other units are exciting and all, they kill the balance, in my opinion.
