No one can ascertain the current Earth year (or if there is still Earth at all), so we start the count from Vostorg-7 year 0. This year marked the arrival of a joint Russian-Chinese colonization probe on Vostorg-7, a probe dispatched a very long time ago - in the early 21st century of Earth. After a long interstellar odyssey, it finally reached the unforgiving yet potentially habitable planet. The initial dreams of forging a unified spaceborne human nation were soon abandoned, as differing visions for utopian societies took root. Instead, seven independent human colonies emerged from the cosmic dust. While most of these colonies succumbed to rapid deterioration, with their inhabitants mutating into otherworldly beings or descending into feral lifestyles amidst Vostorg-7's unforgiving terrain, two colonies stood out as bastions of Man’s determination - the Derzhava and the Planet Cult.
The HCV - Hover Combat Vehicle - 420 was built to deal with rapidly shifting battlefield conditions. Instead of relying on the traditional 'skirt', it stands on 6 vectoring thrust columns produced by 2 jet engines, as well as having an additional pair of dedicated rear-facing engines. The vectoring hover thrusters give the Colibri excellent maneuverability, with the drive engines providing high speed. It is not very well armored however, it makes up for it with its ranged swarm missiles.

What would be the role & Tier of this unit?
Fast attack/Raider, probably along the lower tiers. Think of it as a speedy equivalent to the GDI Hover MRLS.

Why not both,light artillery and light AA at the same time,while from real life standpoint that approach would be pretty absurd,from C&C like perspective it's quite fitting.Just my two cents.
Well, assuming you let it have a multipurpose (or just mixed payload) launcher, you could pretty much do anything from the TS Hammerfest bridge FMV scene* to sneaking up on attack choppers and the infantry unit they're supporting with no survivors.
*You're making an RTS, one of you HAS to immediately know what i'm talking about. :P
