Are there any players or is it more or less dead? I mean is it worth to start from zero?

As I understand, the player base is shrinking. But you have to understand that this is different from most MMORPGs anyway. "Raids" in larger groups for the sake of leveling practically don't exist, part because the monsters are uninteresting, don't cooperate and aren't well-balanced, part because group battle isn't that fleshed out, and part because fighting in PS is a boring, repetitive task. Actually, the same can be said about every activity that increases any in-game stat: it's boring and repetitive.

This isn't a bug, however, this is by design. It's supposed to be realistic, and the boss of this thinks that RL is boring. Thus, he made his game boring. (Maybe I'm putting too much emphasis on this, but I'm not making this up, he did say that, if indirectly.)

The more interesting thing you can do in this game is to roleplay. Meaning you are a character in this really interesting world that is Yliakum, interact with others, and make up stories cooperatively. That can be fun, addictive, and enjoyable. But the problem here, too, is the small player base. You will have to have some look (or spend a lot of time sitting in the tavern) to find your way into the in-game community, or actively make some "out of character" contacts.

So to answer your questions: there are players; the small number isn't that important because you only need few people to have fun, and new players are always more than welcome. The community is mostly nice and helpful, and everyone is welcome. But no, I don't think it's worth to start from zero. Unless you are a dedicated rolepayer who has no problem spending lots of time in a fantasy world, all the while knowing that the head of the dev team is probably running the game into the ground with his (lack of) attitude, you may not be able to enjoy the game a whole lot.

Some recommended specs are mentioned here. I wouldn't rely on this info too much though, since while the requirements constantly change, the documentation often doesn't. One thing of note though is that "usually the video card is more important than the CPU." You'll have to take that into account as well.

About player numbers, there were 194 distinct characters logged on in total during March 21 (eastern time). Well, that's if my names logger is not buggy and I didn't fail at querying my database correctly.
