Here's the new version of the Outlands Game Tools.

Language Manager:
- Disabled Add and Delete buttons on "Lite" version only (Enabled on developers version).
- StringKey no more longer editable on "Lite" version only (Enabled on developers version).
- Notifications (New language files availables) panel added.

- Added more feedback on "Unsaved changes".
- Added updater for the language files
Create Language Dialog:
- Link to the ISO codes.
- Added error dialog if the data submitted is wrong.
Send Languages Dialog:
- Added disclaimer checkbox.
- Added disclaimer link (Google docs).
- Added error dialog if the data submitted is wrong or the disclaimer wasn't accepted.
Updater Dialog:
- Download the new language files from my server.
- Current file label.
- Progressbar.
