A HOI 3 Treasure - GEM One 0.3a file - Hearts of Iron III: Semper Fi

The "G(ame) E(nhancement) M(odification) one" should build the basic foundation for further "GEM's" that should focus more on flavor events(historical/ahistorical play) new
scenarios, AI adaptions and maybe map changes.

The "GEM one" alters the vanilla game already in the following way.

- full mod-dir functionality provided by Paradox, no need of additional copy of the game or another tool.
- 583 techs in 22 folder that the ai is also researching (Vanilla has 286 in 12 folder).
- new country development system to have a slight catch up chance for small countries.
- some new decisions regarding manpower.
- 90 buildable units (vanilla has 48, ai is producing them as well, starting OOB's adjusted).
- new division build up system ( a normal divison consist now out of 3 to 9 Regiments, no Battalion sized units more available[except Commandos], complete change to a regimental System).
- new design of units production screen, it shows now up to 30 techs of each unit(eliminating the problem of techs descriptions running out of the screen for now).
- some adjustments to the jap/chi/man borders and events.
- some adjustments to laws.
- some adjustments to combat events.
- some adjustments to the basic game mechanics(defines.lua etc.).
