Greenbelt Alpha Visual Basic Remake Version 1 file

~27000 lines of code opposed to the original 3000 lines in the original Greenbelt because my code is incredibly inefficient. Has most of the basic functions done, all the basic farms and the windmill are done. People, power, science, and government are unimplemented and the buildings are useless, though they can be built.
