It's an RPG, and many engines "support" it, it's just a matter of actually having the know-how to make it happen.

I think this is a DS game.

As for the engine, as mentioned by Crypt, many engines would do that, it is about the how. But RPG Maker out of the box setup can do pretty much most of what you can see albeit in 2D and not 3D

If you'd like to do this in 3D then RPG Maker won't be helpful and you can use Unity, Unreal Engine, Cry Engine or CraftStudio perhaps. Though I'd say Unreal and Cry Engine are both too much for this job.

If you are asking about characters, well if you are talking about them in terms of 3D models then there are tons, 3D Studio Max, Maya, Zbrush, Blender (free), etc...

If you'd like to create something similar to them but in 2D then you can use Photoshop, Gimp, Inkscape, Illustrator, etc... with Inkscape and Illustrator both for vector art (but Inkscape is the free variant).
