Cleaned up a number of bugs in the AI tech implementation along with some intelligence panel tweaks

Changed

  • Available Technology renamed to Available Tech to be consistent with Galactic War terminology
  • Allies are identified by ALLY appearing next to the faction name

Fixed

  • Revenant Omegas not receiving buffs to all their ammos
  • Revenant Unit Cannons not receiving the build speed buff
  • Foundation air factories not receiving the build speed buff
  • Cluster not receiving build speed buffs on all factories
