Эх, it was the only mod in "Valkyria Chronicles" setting. I was waiting for strategy. My russian soul is crying now((. Hope that you will make smth like this in HoI4.
Lucky for you HoI4 is really easy to mod! I already created the Principality of Gallia in HoI4 as a new nation in a somewhat believable position. If you are up to make a full on conversion i can surely help make the nations and whatnot!
