You can´t buy it since it´s far from finished. However you can download the current early alpha for free.

For everyone looking for a playable version:
Go to his offical page (can be found in the upper right field) and go to news/updates. Scroll down a bit and you can find a red download button for the latest version (0.1.6, Date 01. June 2013).

I hope that helps. Be adviced that some features (Powergrid and cooling grid) work different from the tutorial videos. You have to click the generator/cooling unit and place a connection from the generator to the necessary rooms.
