I can tell you there are many tools that are great for making mods for SC. Several of the things can in fact be done by one person, but things such as voicing, modeling, creating icons, these would require assistance if you yourself cannot do.

The tools I use are WinMPQ, (However recently I started using a newer MPQ editor called MPQedit. It works very well.) for TBL editing I use the Py system. For editing stats there's really only one true good program and that is Datedit. Finally, there is button arrangement and requirements and I use Firegrft for that. As for Modeling, if you got the skills or patients to learn the skills, you can see if you can't drop a couple (Thousand) bucks for 3Dsmax, it's suppose to be the most easy to use 3D modeler. For creating new buttons, Photo or Paintshop.

If your feeling cheap, there are free programs that are a pain in the ***. Such as Blender (3D modeling) and Paint.NET (2D Graphics).

Last but certainly not least, engine research and Coding is also very important for making new abilities, engine hacks, twists and tweaks, etc. Don't let all this information get you down, though. It's actually all very easy to manage. Just do what your good at.
