I think I got a debuff working for that in the new 1.2 version, but I'm still experimenting with it.
There is decisions for control of the HRE where if you gain enough prestige you can become leader. There is also new decisions with forming the Maya and Aztec empires. Also in the new update, China has its own corruption decision chain.
I have added the Iroquois in the new update. I know post-colonial nations do tend to form randomly in Victoria 2 but adding in some stuff would be a nice thing to look into for the future.

I reset everyone's civilization progress in the new update. Also I was looking for immigration bonus stuff and I think I might be able to limit it in the future.
It would be a great idea, but it is hard for me to go back and make it compatible since I already developed it so much; and I do like to have it as a stand alone mod as well.

Thanks, I fixed Spanish Micronesia in the new update. Also I think I have fixed the immigration with the great power fills.
In the new update you should just be able to make factories upon researching the tech.
How so, do you have no other mods enabled when starting up the game? Did you extract the files into the Victoria 2 mod folder/

In the new update, the Nahua_ADJ has been fixed
Did you put both the text file and the folder that is titled UNC in your mod directory? You can know it's working when starting up because the loading screens will be different from the base game.
