You must have misunderstood something. They are a sub-faction for the Red Army, just like Bulgaria.

The Soviets had an unbelievebly huge arsenal of weapons, vehicles and units, therefore we can still make a Soviet faction without needing to "copy" EF.

The Soviets won't be overpowered, that's what balancing is made for.

They've only made cutscene speechfiles for Codename: Panzers and the Hero speechfiles are Hungarian too. But they were recorded by official actors, and I kinda doubt they'd let us use it for free.

A PzV Ausf. A would beat the T-34 in long range combat anytime, plus the Panther had more armor (100mm at the turret), while the T-34 only had 70mm.

Truth is, that'd mean thousands of lines. We are not professionals, and I'm quite sure we couldn't get any pros to do it for free.
