Yes, I am using the non-steam version. Does this mean I cannot play this custom story?

Wow, I have heard so many things about this custom story, and seen so many things, and I would honestly love to just jump right in, however there is a problem. Whenever I run the bat I get this (I added pause to bat to see what the problem was) IF you could please help me with this, I would be grateful.
