One last thing: Get away from Unity. Too many limitations. Either move to Unreal 4, or find another engine. It is much more expensive to develop a game on Unity, especially once it is released and the graphical limitations are not very nice.

In all honesty, it looks very promising. But if I was creating this game (which I am very much considering doing)I would use the art style of the Manga. Instead of making it look realistic, make it look bright, hand-painted and cel shaded. Nailing the look wouldn't be too hard. Also, give the option to go into third person and have a combat system similar to Tera.

Can you use Maya in conjunction with splines to create the intersections?

How do you create roads that curve and intersect? I know you can use splines but you can't create crossroads or t-junctions.
